We've had confirmation from our server provider (DigitalOcean) that the issue originated with their infrastructure. Specifically they state they detected an issue with one of their European carriers which caused outbound traffic from a subset of their locations in London, Amsterdam and Frankfurt to fail. They're working with their carrier to ensure the issue does not reoccur.

We're seeing response times of impacted projects dropping back to normal levels. We're in contact with server and asset bucket providers to understand the root cause.
We currently believe that the issue is down to a connectivity issue between our UK clusters and V3 asset platform buckets. Projects attempting to download assets as part of a page render may see timeouts.
If you believe your projects are effected, we recommend looking for any svg()
twig tags in your templates as these attempt to synchronously download assets and can block page renders.
