The underlying issue was tracked down to a power issue in the storage provider data centre. Power has now been restored and systems are coming back online.
We're seeing a high error rate on the S3 API of our storage provider in the US. This is impacting image uploads, un-cached image transforms and pages where the svg() twig function has been used.
The problem has been acknowledged by the provider and they are working on a resolution.
