This issue is a result of a Digital Ocean data centre wide problem with networking which is being tracked here:

We're attempting to mitigate the impact where possible.
Due to an issue with network hardware, many of our platform servers in our eu-west- clusters have fallen out of sync with the management software which keeps them in line. To rectify this we'll be restarting all of our impacted VMs over the next hour or so. This will cause a brief interruption to project availability as database are moved from old to new VMs
We're seeing some network traffic errors for a small number of projects in our eu-west- clusters. We've been in contact with our server providers and they have narrowed the problem down a an issue with a physical server rack and a fix is currently being worked on.
